The Toluca City Council held a public hearing at 6:45 p.m. on August 10, 2026. Calvin Kroy with NCICG explained the grant the city is applying for regarding the Oak and 500-600 E Topeka water main replacement Community Development Block Program. No questions were asked.

The Toluca City Council met in regular meeting on August 10, 2026, with Mayor Zilm presiding. The following aldermen were present: Richard, Miller, Perry, Schwanke, Absent: Vallazza, Middleton. The minutes were read and approved on a motion by Richard second by Perry. All aye. Motion carried. The current bills were reviewed and approved on a motion by Miller, second by Richard. All aye. Motion carrie. The treasurer’s report was reviewed and approved on a motion by Richard second by Perry. All aye. Motion carried. Sales tax for April was up from last year. Miller made the motion to change the TIF CD and GF CD to 6 months since they are renewing. Seconded by Richard. All aye. Motion carried. No excess flow for July. Trent Monge will keep the property out at Red Road subdivision as hay until the alfalfa runs out. Aaron Wilson updated the software for the police officer’s report so let him know if want any changes. A motion by Miller seconded by Richard to pass the Business Revitalization Grant for the Toluca Market for $5000. Aye: Richard, Miller, Perry, Mayor Zilm. Abstain: Schwanke. Absent: Middleton, Vallazza, Motion carried. A motion to adjourn was made by Richard seconded by Miller. All aye. Meeting closed.
