The Toluca City Council met in regular meeting on Aug 14, 2026.   With Mayor Zilm presiding. The following aldermen were present Vallazza, Middleton, Schwanke. Absent: Richard, Miller and Perry.  

The minutes were read and approved on a motion by Middleton second by Vallazza.  All Aye.  Motion carried.  The current bills were reviewed and approved on a motion by Vallazza, second by Middleton.  All Aye.  Motion carried.  The treasurer’s report was read and approved on a motion by Middleton, second by Vallazza. All Aye.  Motion carried. A thank you was read from the Toluca Cruise in “Pit Crew” for the city building the pavilion and the use of it.

The sales tax for May was up from last year. Vallazza made a motion to roll over GF CD for 6 more months. Second by Middleton. All Aye. Motion carried. The Bobcat was purchased for $41,508 was paid for out of GF. 

The city will be doing 2 days for spray patching and will be replacing some sidewalks yet this year.

No excess flow for August. There will be repairs done to the auger monster starting Sept 28^th to Oct 2^nd. The city is working on a solution to recent rusty water complaints. The City will be having the clear well cleaned in Oct or Nov.

The police said Labor Day went well. After some discussion Bennington Township has cancelled the agreement for the Flock cameras. Marshall County has new body and car cameras.

The city will contact the lawyer about having an ordinance made prohibiting shipping containers and amending ordinance 9-4-14 “Nothing contained herein shall impose restrictions or require a permit with respect to land used or to be used for agricultural purposes, or with respect to the erection, maintenance, repair, alteration or remodeling of buildings or structures to be used for agricultural purposes upon such land; except, that such buildings or structures for agricultural purposes must conform to building or setback lines. (Ord., 5-4-1981)”. 

The City is looking at run down properties in Toluca on Main, Chestnut and Walnut Streets that need to be cleaned up or demolished. 

Flo’s on Pulaski will be in town on Oct 6^th.

The mayor and council want to thank the city workers on a great job setting up and cleaning up after the Labor Day celebration. Also a thank you to Dave Dollinger, Joe Crocker, Terry Tooley and the city workers for getting the pavilion planned and up.
